Everything has a history. Even something that appears to have sprung out of thin air often
has a backstory that is simply unknown. サイアフ2024 is an extension of the history that led up to organizing the festival, intertwined with the 2014, 2017, and 2020 editions of the festival. The cancellation of サイアフ2020 had a large impact on サイアフ2024. Following the decision to cancel サイアフ2020 in light of the global pandemic, the Secretariat took this opportunity to reassess the festival, conducting interviews and surveys with stakeholders. With some time having passed since the creation of the “Basic Concept of Sapporo International Art Festival working title” in 2012, they newly reflected on サイアフ and re-examined the future direction of the festival. The goals and basic concept of サイアフ were freshly aligned with the perspectives of a variety of stakeholders, and the Secretariat was once again able to confirm their commitment over the long term to achieving the objectives set forth in the basic concept.

Establishing a logic model

The Secretariat went on to create a “logic model” with the assistance of a think tank. A logic model outlines the logical cause-and-effect relationships that lead to achieving the objectives of general initiatives. To establish the direction that サイアフ should take in the future, we defined an immediate outcome in three years, an intermediate outcome in six years, and long-term social impacts in ten years. サイアフ2024’s programs were also designed with this logic model in mind, and the same strategy will be implemented in future editions of サイアフ.
