The Creative City Sapporo International Art Festival Executive Committee is issuing a worldwide invitation for ideas regarding the future use of the historic Former Sapporo Court of Appeals (a.k.a. Shiryokan) in relation to its planned renovation to create a center for the expression of local creativity. The most outstanding idea will be showcased during SIAF 2014, and Guest Director Ryuichi Sakamoto will present it to the Mayor of Sapporo.

Submission period

Saturday, March 1 – Wednesday, April 30, 2014
Submissions must be postmarked April 30 or before.

Eligibility

Submissions are welcomed from anybody regardless of age, nationality and professional/amateur status.

Idea guidelines

The Executive Committee invites ideas on how to add new value to the Former Sapporo Court of Appeals as a local cultural and tourist hub. Ideas submitted will ideally consider the use of the facility’s functions in terms of creativity, public nature, archivability and technology.

Examples:

Use as a culture/art-themed forum for creative activities where people can interact and develop new creations/projects

Use as a center where collaboration between locals and artists encourages the establishment of creative projects based on modern technologies (e.g., new media)

Use as a hub for providing general information, imparting knowledge and archiving during the period of SIAF events to be organized on a regular basis

* The competition is intended to elicit ideas for reference in the municipal government’s consideration of ways to enhance the appeal of the Former Sapporo Court of Appeals.

Points to note
  • The target facility covers the entire site, including the building, front entrance yard and backyard. The landscape of Odori Park where the facility is located should also be taken into consideration.
  • In principle, the exterior of the building’s eastern front should be left intact.
  • The Criminal Court Exhibition Room in Shiryokan will be left intact as part of the building’s heritage.
Submission details
  • Up to eight A4 landscape sheets (210 mm x 297 mm, single-side printing, any format other than that of the designated entry form) may be submitted.
  • Work should be submitted both in paper form and in PDF format (on CD-R or similar).
  • Entrants should clearly explain the concept of their work.
  • Work should be in Japanese or English.
  • All dimensions should be given in metric units.
  • Each entrant may make only one submission. Teams may also apply.
  • Team members may not also apply with a different team.
  • No additions or modifications may be made after submission. Materials other than those requested will not be taken into consideration for judgment.

Announcement of winner

July – September 2014
The person or group submitting the winning entry will receive an award certificate along with a prize of 1,000,000 yen. The cash prize will be presented after the award ceremony. The winner will be informed in person.

Award ceremony and related scheduling

The award ceremony will be held in Sapporo during SIAF 2014, with the award certificate to be presented by Ryuichi Sakamoto. (The Secretariat is unable to cover the winner’s travel expenses for the ceremony.) Information on the ceremony’s date and venue will be posted on the competition web page as soon as the details are available.

Handling of submissions and other matters
  • The winning submission will be displayed in the gallery inside the Former Sapporo Court of Appeals during SIAF 2014.
  • Submission materials will not be returned.
  • The organizer may make public or reproduce submissions, proposed ideas, information, etc. free of charge.
  • The organizer and the Sapporo Municipal Government may use all submissions and all or part of intellectual property rights regarding future plans for the Former Sapporo Court of Appeals free of charge.
  • Submitted documents may be made public pursuant to the provisions of the Sapporo City Information Disclosure Ordinance.
  • Entrants found to have made false statement(s) in submitted documentation will be disqualified.
  • The organizer reserves the right to cancel the award if all or part of the winning submission is found to violate the copyright of any third party.
  • Entrants will be held solely accountable if their submissions are later found to have violated the copyright of any third party or any such doubts arise regarding submissions.
  • Entrants wishing to withdraw from the competition after submission should submit a notice of withdrawal (any format).
  • Entrants are responsible for covering all their own submission costs.
  • The organizer will not compensate for any loss or damage incurred in relation to submissions sent by post.
  • The organizer may ask entrants to provide additional information depending on the status of judging.
  • If the winner is a minor, parental consent will be required before finalization of the award’s presentation and payment of the prize money.
  • Personal information provided by entrants will be used exclusively for two purposes: 1) to provide information on SIAF 2014, and 2) to process administrative work relating to the project.
  • If personal information needs to be used for purposes other than the above, the organizer will first seek the consent of the entrant(s) in question.
